Community Council Meeting - 14th October 2020

Dear Residents

From 22nd April 2020 until 1st May 2021 Town and Community Council in Wales have been given provision under The Local Authorities (Coronavirus) (Meetings) (Wales) Regulations 2020 to hold virtual meetings in order that Town and Community Council business can be maintained.

The Council will be holding the next meeting on Wednesday 14th October and have taken the decision that as they will be using a new platform an invitation will not be offered to the public.  However, should you have a question, issue or concern that you wish to raise this can still be done by contacting the clerk by either email: clerk@penyforddcouncil.org or telephone: 01244 537032 no later than 4pm on Wednesday 14th October .  The Clerk will then raise these under agenda item – Public Questions.

In order to be as transparent as possible, the council will endeavour to record and publish the meeting which will be made available as soon as reasonable possible after the meeting together with Notes of the meeting.

Thank you in advance for your patience and understanding whilst the council adjusts to these new methods of holding meetings. The agenda can be seen below.

8.      Planning Applications

a)         To report and consider the following planning applications received from Flintshire County Council:

i. Ref: 061644.  Change of use of land from agricultural use to equestrian use. Land Adjacent to Ash Tree Farm, Bannel Lane, Penymynydd.
ii. Ref: 061665.  Erection of Marquee for Wedding Venue.  Clawdd Offa Farm, Wrexham Road, Penyffordd

b)         To report on the Notifications of Planning Decisions made by Flintshire County Council:         

i. Ref: 061545.  Erection of single-storey side and rear extension.  White Gate Stables, Lower Mountain Road, Penyffordd.  Permitted Development
ii. Ref: 061542.  Removal of existing Leylandii Hedge and replacement with new wall and fence. 1 Plas Yn Rhos, Penyffordd.  Approved
iii. Ref: 061182.  Demolition of a pair of 2 storey semi-detached dwellings replaced by a new 2 storey 4 bed dwelling.  Rock Cottage, Penymynydd Road, Penymynydd.  Approved

c)         To receive an update of any ongoing development, planning applications or appeals.

10.  Environment Working Group

a)    To receive the minutes from the meeting held on 23rd September 2020

b)    To provide a recommendation of the play area improvements at Dobshill provided from Aura and to provide an update on the options to address skate ramp noise issues at the Millstone Play Area.

c)    To review and approve the recommended information for the North East Wales Digital Trail

11.  Penyffordd War Memorial Refurbishment Project (Section 106 Agreement)

The receive and consider a financial request from the WMI Institute.

12.  Youth Club – Community Hwb

To provide an update on the current progress and Cadwyn Clwyd Match Funding.

13.  Millstone Play Area

To report on the recent issues with the new access gate installed and to consider how to address the spate of anti-social behaviour.

14.  Speed Signage

Cllr Williams to report.

15.  Website Accessibility and Training

To report on the completion of the upgraded website which is now compliant for website accessibility.

16.  Covid19

For the council to review the current situation and consider how the Community Council can assist, support the community at this time.

17.  Annual Grant Application

To approve the 2020/21 Annual Grant Application for issue.

18.  Internal Auditor Letter of Engagement

To review the revised Letter of Engagement and appoint JDH Business Services as the Internal Auditor for 2020/21.

19.  Independent Remuneration Panel for Wales – Draft Report 2021/22

The Independent Remuneration Panel draft Annual Report 2021/22 has now been published for consultation.  Comments to be submitted by 23rd November 2020.

20. Half Year Budget Review

a)       To review the budget, summary and bank reconciliation which is to be verified by a member of Council other than the Chairman.

b)      To undertake a routine check of supplier payments.

21.  2020/21 Expenditure

To provide an updated report of the reviewed expected expenditure for 2020/21 due to Covid19.

22.  Bank Balances and Accounts for Payment

To report balances of all bank accounts and to review and authorise monthly accounts for payment

23.  Correspondence
